Rep. Hawkins’ Update from Olympia: Feb. 12, 2015

2015 Session Calendar

  • Jan. 12 – first day of session
  • Feb. 20 – policy committee cutoff
  • Feb. 27 – fiscal committee cutoff
  • March 11 – House floor cutoff
  • April 1 – policy committee cutoff for bills from opposite chamber
  • April 7 – policy committee cutoff for bills from opposite chamber
  • April 15 – Floor cutoff for bills from opposite chamber
  • April 26 – Last day of session, also known as “sine die”

We’re now in the fifth week of session, and committees have been busy hearing many bills before they move to the floor for consideration by the full House of Representatives. Feb. 20 is our first deadline in this 105-day session. By that date, bills must pass out of policy committees or they may be considered “dead” for the year.

I am pleased to share that House Bill 1003, my School Infrastructure Recovery bill, passed the House unanimously this week. This bill would pull together state resources and agencies to develop a model policy to help school districts restore their facilities following natural disasters. This bill is in response to Pateros School District, which suffered over $2 million of damage to its only school building during the Carlton Complex Fire. Click here to learn more about HB 1003.

Sattgast:
No one knows when or where a natural disaster will strike. And when it is over, the feeling of helplessness can be overwhelming. It was like that in the Pateros School District when Superintendent Lois Davies needed help for her facilities, after a wall of fire engulfed much of her community last summer and damaged school buildings.

East Wenatchee Representative Brad Hawkins said school officials were overwhelmed with uncertainty and the lack of centralized resources.

Hawkins: “They didn’t exactly know who to contact, and what resources, if any, might be available, and what funding they might qualify for. So I put my former school board hat on. And I thought it would be helpful to pull some resources together from the state, from OSPI and others, and put together a model policy for school districts to help restore their school infrastructure following a natural disaster.”

Sattgast: 12th District Republican Representative Brad Hawkins, who authored House Bill 10-03. The measure would pull together state resources and agencies to develop a model policy to help school districts restore their facilities following disasters. The policy would detail who to contact for support and what financial resources might be available. It easily passed the House of Representatives Monday with a vote of 96 to 0, and it now goes to the Senate for further consideration.

School recovery proposal by Rep. Brad Hawkins passes House unanimously

A bill to help schools restore infrastructure in the aftermath of natural disasters was approved by the House of Representatives today by a vote of 96-0 and was among the first group of bills to clear the full House this year.

House Bill 1003, sponsored by Rep. Brad Hawkins, R-East Wenatchee, would pull together state resources and agencies to develop a model policy to help school districts restore their facilities following disasters. These resources include the state Office of Superintendent of Public Instruction, the Washington Military Department’s Emergency Management Division, risk management entities, educational service districts, and school districts affected by prior natural disasters. The policy would detail who to contact for state support and what financial resources might be available.

“After the devastating Carlton Complex Fire, Pateros school district’s only school building was filled with smoke and needed major repairs, including roof repairs. When I visited Pateros following the fire, school officials told me they were a bit overwhelmed with where to start to get their building in working order,” said Hawkins, R-East Wenatchee. “The devastation is hard enough to endure without the added stress of figuring out who to call and how to pay for it. I’m hopeful this model policy for school districts will be a useful tool after natural disasters so school officials will know exactly who to contact and what resources might be available as they move forward.”

The proposal would apply to all natural disasters, including floods, landslides, earthquakes and wildfires. It now goes to the Senate for further consideration.

 Okanogan high schooler serves as page in state House

Emily Stevens, a student from Okanogan High School, traveled to Olympia Jan. 25- 30 and served as a page in the state House of Representatives. She was sponsored by her 12th district Rep. Brad Hawkins, R-Wenatchee.

“The page program offers students from around the state a unique opportunity to travel to Olympia and learn how our state government operates. It is a wonderful educational opportunity for them to experience the Legislature firsthand,” Hawkins said. “I hope Emily had a great time here, and that she made lasting friendships. I am grateful for her service.”

Emily, the daughter of Gary and Brenda Stevens, is a sophomore at Okanogan High School. She is also a member of FBLA (Future Business Leaders of America). She plays volleyball and softball at her school and in her spare time she rides horses, and was also a part of the Junior Rodeo Royalty.  During her time as a page, Emily attended page school every day to understand the operations and actions of the Legislature. Her time at the Capitol culminated with the presentation of her mock bill which would require food companies to label genetically-modified foods.

As part of her page duties, Emily learned to navigate the many buildings on the Capitol campus and delivered messages and documents to legislators and staff.

Each year, students from around the state apply to participate in the legislative page program. Students spend a week attending page school, learning the inner workings of state government and assisting legislators on the House floor. Pages earn $35 per day while serving in the program.
